The answer to your question, my friend, is Krylon #1311 Matte spray.
Here's a tip, though.....it's messy, it smells, and if you're only making a couple of decks, it's cheaper and far easier to buy them. The only time it's really worthwhile to make them is if you're making them in a brand of cards that isn't available commercially as a ID, like Tally-Ho's. |

It also takes some practice to apply the right amount of spray. Thus, I would second Silverking and just order the deck...
