I'm guessing that it is a spinning top from a racetrack themed board game, with the numbers indicating (changeable) betting odds and the names representing racehorses or dogs.

It looks like the Put or Take I have. You spin it and it says for example "Put2" when you are to put two coins in the pot, or maybe "Take3" when you are allowed to take three coins from the pot. Mine is cleverly gaffed though, so I can make it land on "Take" all the time when I spin it.
