That's the elusive "Cards Spinning On A Watch" move. You need a gimmicked watch and deck for it, though.

I have no idea what it is called but all you need is a perfectly spread and balanced fan and you will be able to spin it on a watch (at least that's how I used to do it, haven't done this one in a while and only did it with a small fan). If you want to make a fan like the bigger one in the vid, just weave the cards together like you do when doing a faro shuffle. Keep in mind though a bigger fan is much harder to spread perfectly and balance perfectly.
