I don't remember it being taught in Tarbell (but I could be wrong). I think the first time I learned it was from one of a number of packet tricks from the 70s (can't remember which one, but there were so many that relied upon it). I then learned the finger tip version in Twisting the Aces from Dai Vernon's More Inner Secrets of Card Magic (by Lewis Ganson). You can find the more traditional version you refer to taught through a number of resources, and the ones that come immediately to my mind are The Collected Works of Alex Elmsley (by Stephen Minch), Counts, Cuts, Moves and Subtlety (by Jerry Mentzer), also The DVD called In The Hands Wild Card (by Tom Dobrowolski). Many, many other sources that will likely be referenced by future posters, but these are the first I could think of.

I don't know if this is proper here, but I have learned a lot by watching various tricks performed on YouTube. Because I have a partial handicap, by watching I found I could do an Elmsley count and therefore perform Queens out of Control. By the same token I could not handle (pun intended) the Revolver. This has saved me some money and frustration by allowing me to pick the tricks I could perform more wisely.
