Still not clear about where the "unforced error" idea comes from in this context.
Who (or what) do you imagine has making an error? And what's the error?

By cutting the funding the government will be making an error that it doesn't have to make.
This is, of course, my opinion. Others might see it as a god thing.

Getting back to the ten percent objective ... what do you imagine would be the cost of getting more than twenty percent energy from the sun there? Remember that's a dessert open area with a small population, easy access to fresh water... etc. Then look at the story about India. What does that mean for us?
