Having neither Ninja Rings themselves nor any Ninja Rings DVDs, I'm wondering: is there any reason why you couldn't do Shoot's routine with cheap rings? Or is there something about the superior quality of his rings that makes them essential for performing his moves?

The best buy in rings are the Empire rings.
The weld spots are descent, they look good, size is good, etc. They chip a little over time but who cares. they are dirt cheap. I used the empire rings until I bought a couple sets of the real Ninja rings. The royal rings are complete garbage. Every ring looks like a K** because they just don't give a crap about making them worth buying. They put in the least amount of effort possible and hope for the best. The non-shoot-ogawa-ninja-ii rings are not as good as the empire in my opinion. a bit too thin and tinny feeling. There are also some black and gold rings on the market but IMO the silver/nickel are the most visible and eye-catching. I mean ..Black Rings? Come on, now!!! Next thing you know, there'll be teen-agers running around with black playing cards.

The new switch in the "Ultimate Ninja rings" is not new at all. Except for the rings being held in a lower and more horizontal orientation, Shoot Ogawa's opening sequence is lifted straight out of the Laurie Ireland Linking Ring Routine (1937), pp, 5-6, sold by Magic Inc. Much of Shoot's original routine was an adaptation of Chris Capehart's moves published about 40 years ago. Admittedly, the recycled material works extremely effectively with small rings. Just pointing out that not much of it is original.
