How can I remove one of the pips of a court card? Is there a way that will still leave the area shiny as the rest of the card?

Since that pip is underneath the shiny area, without extra work the answer unfortunately is no.

It is possible to erase that pip off, and then spray the card with a fixitif that you can find at Hobby Lobby to give the gloss back to the card.

Or, alternatively, you could remove all the shine from a blank face card, print your design (inkjet will work), and then lastly apply the fixatif.
