Other than spray-testing and holding a black light to it?? I did a quick Google search and did not immediately find any fluorescent paint in white. It may be there, I just didn't find it listed that way.
I'd buy one can of each brand, experiment, and chalk it up to the cost of research. The other paint can be used for projects that don't require the same properties.

Check with manufacturer to see if it comes as a spray paint. You can turn white fabric (like bed sheets) flourescent by washing them in Cheer or any detergent with bluing in it, if covering with fabric is an option for you besides painting.

It may be that flat or gloss may work better than the other. Spray cans are cheap. Buy a few and see if something works. It isn't wasted money because white paint can be used on many other projects. Or... If you have an airbrush, the stuff in Gerrish's link would surely work. My guess is you'd only need to top coat a white base to get the desired effect.

I used to be a big fan of fluorescent paint. I had a black light in my college dorm room, which was known as a party room. I had done all this geometric and surrealistic art for my walls and most people liked it.
My heart break was finding that white fluorescent paint glows a purple/blue under black light. I don't know if there is a true "White," but would love to hear since I love that kind of art still.

Note: fluorescent & phosphorescent have similar but different qualities.

Also be careful if you're using this for Black Art. If you are covering a large surface, particularly one which sits against a black gimmick, you may end up causing unwanted light to reflect onto your black areas. Just something to keep in the back of your mind!
