A lot of people appear to speak highly of Bazar for entry-level cups and balls. An aluminum set runs at $44, but Premium Magic has a copper combo set for $38.

I only found a few mentions on Premium Magic Cups and Balls so I thought I'd reach out and ask.
I don't want to spend much until I'm comfortable with a routine.

I have a setup of the Penguin cups, for the price it is hard to beat them. Either set will allow you to learn and develop a good routine.
The big difference is copper will develop a patina over time that some find attractive but other don't. The aluminum cups age differently.
I would buy the Penguin set again if I were in the market.
