Well, here's what I found;

Apparently, as of 1970, you were allowed to perform without a license as long as you weren't amplified. However, the cops will still hassle you if they feel the need (or just the desire.) There's reference here to being told to "move on" if you don't have a license, but I couldn't see where exactly to get a license or how much it would cost.

South Street Seaport Requires an audition. If they allow you, that seems to be a fine spot.

The parks (i.e. Central Park, Madison, Washington...etc) you have to get permission from the park itself, which you can go to the web site of that particular park and send them an email. I see buskers consistently at Central Park at the Zoo's entrance.

A lot of times it's just hard to wade through what's there and make any sense out of it!

South Street Seaport is a private area, not consider public land like the parks.

There's much more to it Ed: The Seaport, and all other similar locations (Quincy Market Boston; Inner Harbor, Baltimore (et al); most every shopping mall and zoo, etc., etc.) have ALL been legally recognized as public property and completely open to busking.
