Wouldn't a close-up magic convention featuring C&B as the main (but not the only) attraction be a more practical approach? However, I suspect that this might be more of an organizational challenge. Best idea I've heard to date is to have a C&B convention as an add-on to one of the established annual magic conventions.

Since C&B is a smaller (though important) part of a larger entity one thought is to start small and build bigger.

That's actually what happened at the WMS a couple of years ago. I have to admit that I got a royal boot out of participating in it. Part of the fun was meeting people I'd only chatted with on the Café and other fora. Another part of the fun was seeing some of the people I had known for years.
