It's actually super simple to make and it doesn't require expensive material. Choose a board size--20x17in perhaps. Thin crafting batting, a couple of inches larger than the board. Velvet or some other foux luxury material a few inches larger than the board. Use a staple gun to attach the batting and cloth to the board. Boom! Done deal. Works very well. Also, you could just buy a $12 closeup pad from MagicMackers or Murphy's Magic. Pretty much they are all the same. It essentially comes down to size and color preference. I know all this because I have been researching the "ultimate" closeup pad ever. The above is my conclusion of 3 months of research. As a final nail in the coffin...check this out: https://youtu.be/RYcapJmoT6Y Okay, but just one more nail...https://youtu.be/ktllar8CHrY This shows exactly how to make (using Comic Book Guy's voice") the "best close up pad ever".

A few years ago I built a pretty good close up pad, the base was thin sanded birch plywood, onto of this I built a thin hollow box ( I made this electronic inside which housed several coils to animate items ). Ontol of this I glued quality half inch foam finally covered all with plush green velvet cloth. The plywood bottom is removable when the small legs are unscrewed. Here is a brief video of this in operation:
