I am interested in learning how to sell magic books (Magic Trick books, that is). Can anyone advise me as to publishers, selling venues both online and off, etc? Should I get a resale license?

If you are opening a shop or store, then you will go through all of the usual things any business would/should do.
This includes a well thought business plan, if you intend to be sucessful! I presume you are in the US-You will likely need to get your re-sale permit for your state, and a Federal Tax ID might also be needed. All before you even contact the publishers! There are a number of things that you will have to consider,, again depending on your plans- Insurance, bank accounts, credit card processing and fees, etc. etc. I would look at spending an hour with an accountant to make sure, based on your projected plan, you have a good idea about your record keeping, and if you will need an accountant to work with. A good one is not too expensive and will be up front about their services and your needs. If you have the opportunity, I would look into the local college or JC for any small business classes, and check the local chamber of commerce for information and classes/trainings through the SBA- Small business administration.
