Rent (or use) a van and fill it with plastic balls (like the ball pit at Chucky Cheeses) or tons of balloons. Use colored lights or rope lighting around the windows, to give the van a neat look. As a pre-prom activity, decorate the outside of the van!

I still like the idea of arriving in a string of ATV's (All Terrain Vehicles) It's likely you'd be able to drive them at your age (as couples) lots of color and noise and great fun. And after, who knows...

If you are guys only why not go on bikes? you could decorate them as well. If there is enough space nearby how about a ballon?it would be less than a helicopter and has more style. and not sooo noisy...
maybe someone knows a policeman or fireman or something like that and you could arrange something... |

Many years ago a bunch of us rented a double-decker bus in Boston and spent the evening eating and drinking (downstairs) and touring houses decorated for Christmas (upstairs). It was a blast.
