Why would they have to be twins? Funny how Urban Legends start.
IF one is a midget, then no need for twins, you never see the top of both of them. Twins are only needed to achieve "transoposition".

Because he had the guy walk up on stage and switched them as they got in the box. (This was the 'old' style cut in half illusion.)

That's how I heard it too. A quick Google search confirms it. Johnny Eck(Eckhardt), the famous "half boy" was part of a set of twins. His full size brother's name was Robert. More details can be found here I don't have any details on the illusion, but your speculation seems right on. Robert would walk up and get into the box, switching places with Johnny and an unnamed midget who played the part of the "legs."

A well placed stooge can be very effective. One of Chriss Angel's current problems is that he has run out of original material. Because of that, he has to rely on stooges and “camera tricks” to pull of more and more effects. If you look at the early Episodes of Mindfreak you will see more legitimate magic (I’m not commenting on the performance style but rather the effects themselves). For my money, I think that the more his effects rely on stooges and camera angles the more “impossible” they look and thus the less entertaining.
