Joey Stalin, one nice thing. If you don't align it properly, you can always peel the bills apart and rub off the rubber cement and try again.
But depending what type of gimmick you are making, if you are trying to adhere two complete bills together and they aren't lined up just perfect, you can always use a ruler and knife and slighty trim off the edges of the bills to make them look equal. |

I am attaching multiple bills together, not just two. And yeah I can just peel them apart, but that leaves a nice curl in the bill that makes lining them up the next time that much harder, heh.

Greg Wilson talks about this in Hundy 500 and says it's easier to position when wet and I have to agree. I've never worried much about putting it on too thick as the excess easily rubs away when dry. I agree that letting it set under heavy books works well and that all rubber cement brands are practically the same.
If you're looking for something less permanent, try 3M's re-positionable Spray Mount adhesive spray; it basically turns anything into a Post-It note and gives you total control over the strength of the bond. The more you spray on the stronger it sticks (just watch the overspray as it's a little tough to clean off some surfaces). I use it for certain gimmicked bill effects where I'd like to hand out the bill at the end for examination without having to do a switch. It's great as it doesn't leave any residue behind--just like a Post-It.

Some photographic stores sell glue that is acid free for pasting in photo albums. I've used it on bills with good success.
