Alex, all versions of this particular effect require a breeze of some sort. It not only keeps the butterflies in the air, but it also makes them flutter. The DP Group version comes with the butterflies and some gimmick, but not the breeze-making device. What makes the breeze and how it's controlled is up to you.

You could obviously use something like Kevin James Snow animator for a no visible fan version.
