Is there any difference in the "specially formulated card wax" available at magic dealers and paraffin wax we can buy at Wal-mart?

If you're referring to the use of wax to treat cards for fan flourishes, I have found that using the wax from a simple, cheap emergency candle works fine and in fact works better than fancier dinner table candles. I have never used "specially formulated card wax." I'm not sure what parrafin wax sold at Wal-mart is like.

Parrafin is exactly what the specially formulated stuff is.
