Tom predates Sauron; plus it was quite clearly shown in the book that the Ring had no power over him. But, as was mentioned, Tom wouldn't ever leave his forest, and has no real cares for anything of the mortal world. He wouldn't bother to fight, just remove the offender from his area of influence. (Come to think of it, as powerful as he is within his forest, he may have much less power when outside it.)
Regardless, the fight would never happen. Now let's get back to the real debate... Pirates or ninjas?

I believe that Gandalf said that the power was in Tom if it was in the earth, but that Sauron was able to burn the earth itself. Gandalf seemed to believe that Sauron would defeat Tom Bombadil, if Tom ever got in his way.

OK, Galdor said that about Toms Power VS. Sauron.
Also no one spoke of Tom beating or even battling anyone, defending against Sauron was the intent. Some of the Elves considered Tom because of the Rings lack of power over him, but Gandalf Pointed that Tom did not have any power over the Ring either. At this time no one believed defeating Sauron was a workable option (Without the Ring, and even then...). Tolkien was very vague about who or what Tom was. Of course we might be talking about the movie... and that would make me very sad.

Sauron would be be the easy winner. Anyone in the vicinity would come to Sauron's aid just to stop the horror of Tom's singing. His dying words would be hey dol, merry dol, ring a dong dillo...
