Knowing nothing about either of these effects, I'll expose my ignorance here and remove all doubt about my lack of knowledge regarding these two effects.
First off: Are these effects similar in effect? If so, do you have any recommendation of one over the other, and, if so, on what basis? Thanks for the info. Mike

Hi Mike,
They are not at all similar: CREAM is a transformation of a low bill into a higher denomination ala the Kozlowski $100 Bill Switch; Eugene's Last Dollar is a transposition of one bill for another.
