I am hanging out with a very mature (experienced, older) magician and he keeps showing me stuff he accumulated. Today he said (as he often does) "I got this a while back. I've never used it. I don't remember what it is called and I don't have the instructions."

That's an old Tenyo piece called "Telespheres".
The balls jump from covered container to container. I often thought that if it was made in a parlor/platform version that it would be more effective. Here is a a full description of the routine and a performance video: http://tenyo-magic.blogspot.com/2010/05/......ere.html

Just for discussion sake this is a version of an old Cecil Keech trick called "The Elusive Spheres" (from the late 50's I believe). Cecil's trick used three solid colored tubes, no clear tubes and no covers. Just three tubes, the balls jumped from tube to tube in a very magical fashion.

As a newbie to magic you may not be aware that TENYO magic pieces can be VERY collectible. There's a whole subculture of TENYO collectors out there. It's a Japanese magic production company and typically their stuff is made of plastic or acrylics of some sort. Check out the TENYO forums here in the Café. The one you have appears to have been made in 1986 which would probably make it difficult to find. I'd find out what it's worth before selling it. Post it in the TENYO forum.

Seeing this reminded me of an old Robert-Houdin automata principle... and the smaller version is superior because the top of the tubes is not open. The open tops weaken the mystery significantly, in my opinion.
