Probably. Bribery and Blackmail etc are hard to tell apart. If an official demands a bribe to give you a licence, then you could call it extortion. In reality there is often a mix of all these things going on in such cases. One thing can lead to another.

Bribery is an accepted and expected way of doing business in a number of non-U.S. countries. If you don't pay, you can't get much accomplished in those countries.
In the U.S., it is an illegal practice which means we are either exceptionally virtuous, on the cutting edge of correct business practice or simply don't have a clue. |
