I don't see the purpose of it. If you have to wear something around the neck, just go with bone conduction.

But that is only good for info that has been given so that it can be fed to you. What about the billion other routines that don't use that procedure?

And I can think of far less painful and permanent ways of achieving the first scenario, as we are all currently doing.

I have hearing loss and wear hearing aids.
A neck loop can transmit a current loop audio to my hearing aids.
The neck loop is normally bluetoothed to my phone silently trasmitting sounds into my ears. The loop can be hidden in my jacket or under my shirt. It does not have to be visible and can even be a single strand of very thin wire.

Of course it can also be used to silently transmit other electronic signals or replace some electronic devices that some magicians carry around with them such as a thumper.

you can also get miniature hearing aids that cannot be seen so no need for an operation or implanting strange devices.

The cartoon looks like someone trying to show something from the future, when they do not realise that the technology is available right now.
