Coming back to the original topic, in Germany there will be a one-stop solution from the tax authorities. Basically you register your small business there and then you hand in your sales numbers by countries every three months and they take care of distributing the sales tax and whatever. Maybe there will be something similar in the UK?

Could you set it up as a "belong to the club" and with your payment either per month or per yr get e book (at determined intervals) for free that way you aren't selling the ebook but giving members a benefit

Perhaps the idea for this is to get some tax out of companies such as Amazon who operate in the UK and EU but manage to avoid paying much tax? BTW they also have a very poor record of employment relations.
However it is a very big hurdle to any small business and could put some out of business. At Black Artefacts I have never supplied digital products as whilst I do have an e-reader for books when I'm traveling I much prefer physical print at home. I only supply physical print books because I like to have control over how the finished item looks and feels. I also feel that people tend to value digital books less than print versions. I have shelves full of books on many different subjects, including magic, and I get a lot of pleasure from my library. It is not the same as a digital collection on an e-reader. Believe me any attempt to circumvent the system by supplying a digital 'back-up' to a physical product that does not exist would easily be picked up by HMRC and would result in a lot of trouble for the supplier. Once again small businesses will suffer from the 'law of unintended consequences' as the government try to deal with the 'big boys'. AS for the EU well... When we voted in the original referendum about joining the 'Common Market' the EU did not exist. It has crept in by stealth. Keith Hart

In a democracy YOU are directly responsible for the government... Some rules are seen as counter productive to certain business models... So, the answer is (although it is long term) become the government...
I would like to see the reasoning for the legislation. There must be an accessible document with all the reasons and benefits... First reading, second reading etc. it's just a shame we only really find out after it becomes law, maybe that's a lesson we need to learn, monitor the government before they write things into law we disagree with... Good luck...

The reasoning is because companies such as Amazon basie their digital content services in Luxembourg, companies have been able to benefit from the more attractive rates of VAT there -- just three percent for digital services like ebooks (although its standard rate is 15 percent). This is much cheaper than the UK's VAT rate (20 percent) and the rate in many other European markets -- generally between 15 percent and 20 percent.
