There is nothing wrong, it seems to me, with guidelines on sentences handed down from the higher courts of appeal and in that way the judges can exercise their judgment and take things into account when it comes to the sentence and give out what they think is deserved and so on. However the idea of mandatory sentencing is silly. Mandatory sentencing ideas normally come from governments.
If there is a single truth about Magic, it is that nothing on earth so efficiently evades it.
