Years ago the garbage trucks used to spray lemon scent as they drove to pick up trash to mask the smell and dirt that is Bourbon St.

The history and character I can understand. I'm mostly referring to the stench of puke on Bourbon St., itself.
I don't see how that could possibly be considered "character" or "patina". "Puke-tina" maybe  .
