Forgot about 3M Super 77, which also works great. It adheres well, and like rubber cement will still allow the cards to be flexible.
My ex-cat was named "Muffin". "Vomit" would be a better name for her. AKA "The Evil Ball of Fur".

Nobody has mentioned splitting the cards before gluing them together,
One of the last living 10-in-one performers. I wanted to be in show business the worst way, and that was it.

There is a "2 Way Glue" called ZIG (available online) that has the advantage of being either 'Permanent' or 'Temporary' (like a Post-It) depending on whether you use it wet or allow it to dry. I use it on envelopes so that they can be opened but then resealed for another performance. Not cheap but certainly versatile.

It depends on how you want to use the card, but I'd definitely recommend splitting and re-gluing rather than just sticking two together (card splitting is far easier than you probably think). I'd recommend Elmer's 'No Wrinkle' rubber cement, I know lots of people swear by glue sticks, but every time I've tried the resulting card just doesn't quite feel the way it should.

Been having issues with cards splitting or not staying down with glue sticks.
Might be a bit off topic but when splitting cards first I've found one of them seems a bit Thin and you can see the back showing through it a bit. |
