I've been doing the top shot for a while now and have been using it for Gaston Quieto's Call of the Jokers and just as a revalation for producing any named card. Whenever I perform it it looks like a skillful revalation due to visible finger movement. My question is, should there be fingermovement? Should this look like a skill or invsisible movement (the card shoots out out of nowhere)?

You cant do it without finger movement

I think it's possible to do it though. I do it right now and my ring and pinky finger move outward. Although I can do it (not as well though) with only my pinky moving. So if I position my hand right, they may not be able to see my pinky moving at all.

You can still tell the card was shot from the deck though....

I agree with Daegs.... Though it is very impressive I see the card fly over everytime. No matter how fast he does it you still see a flash.

It was a mystifying miracle to me when I first saw it, as it was used in a card switch. If used for that, and done perfectly, it can be startling to a layman. The flash and the noise and finger movement can be overcome with misdirection.
I agree it is meant to be a skilful display, not a mystifying miracle. It is one of them things, that are not easy for the magi to see through the eyes of a layman when it is used to fool. I do not think you can mystify someone more than one time with it. Of course, if you go on to demonstrate it as a skilful display the secret is out and they are no longer mystified, if they were. I think that you should try and use it as a mystifying miracle, at least in a first effect, because you can not lose. Even it does not fool; it is seen as a skilful display.
If there is a single truth about Magic, it is that nothing on earth so efficiently evades it.

Set them up with the top shot, then "speed it up" and do a bluff top shot via lateral palm steal.

As Lennart Green says on his video, the top shot has to be downplayed as a semi-gag. If they don't see the movement - great. If the do see it, it is still an impressive flourish. So he says something like "and now a middle deal...". Depending on how well the shot goes it looks like a miracle or a funny gag.
