COMPLETLY NEIGHBOORHOOD BASED (and state based too).
I know this might be a really stupid idea but... has anyone stood outside a busy take out (that’s normally s fine in) making balloons with a pump and wearing gloves? The restaurant benifits from the animated charictor out front. (They might hire you when things get better) and I can’t see any way patrons wouldn’t toss you some money. Anything is better then nothing. If the authorities ask you to leave, at least you can say you tried. Wear a mask if it makes you feel better.

We have a local balloon artist here in Branson Missouri that will be doing this at Chic-Fil- A.
