Krylon Matte 1311 and roughing stick both work fine..roughing stick has the advantage that you can keep it with you and if you need to refresh the card(s) you can do so without having to have the spray setup.

Science Friction Spray, Plasti dip clear, Harry Robson roughing stick work the best in my years of experimenting

Niagara Spray lanudry starch requires more frequent "refreshing", but is also a less expensive and less caustic/fume-intense roughing fluid. I have used it successfully. Lasts not near as long as Krylon Matte, but then I don't work my deck very hard. Oooooold school.

Krylon matte 1311 is a new formula and does not work the same as it used to.

I use the Roughing Stick from vanishing inc. works pretty good for me.

Just tried Harry Robson roughing stick and pretty happy with the results.

I now use Liquitex Matte Medium, available at craft stores. I just pour a little on a cotton ball and swab it on. The opening on the bottle keeps you from saturating the cotton ball too much. If I had a small bottle with a narrow neck, I could probably make a roughing marker.

Krylon Matt works fine for me. Try it on a couple of cards then you can see yourself.
