Is there anyone who makes latex parakeets. I know the colors might be hard to match but I am sure a good airbrush job would fix that.

I use the plastic parakeets which I found in a pet shop. They come attached with a ring to attach to a perch. Perhaps you can use these and make a mold out of plaster of paris and pour latex. Even just a brush and latex paint will do the job.

Tannen's was the only place that ever advertised latex parakeets in the last 50 years. Don't know if they are still available.

For the most realistic looking parakeet just wait for one of them to pass away then go to a taxidermist and having it stuffed. Contact a few pet store they will be more than happy to pass along a dead one.
