I think it was published in a Richard K. book. I don`t remember the title but it was all Japanese card magic. I remember that it was sugested in the book to lean with your hands on a wall and push for 15-20 min. every day to have enough strengh in your fingers for this move ?

I don't know if it's the same one but Jeff McBride vol 3 of his card manipulation DVDs has the 1 handed circular fan. quite easy with a bit of practise. Hope this helps.

McBrides is not a full circle Trick.
I would look at devo's stuff. He does a full circle spread, also a 2 third circle balanced on one finger.

I'm not 100 percent certain. But, I believe Charlie Frye teaches his version of the Sanada full circle fan on his first "Eccentricks" video.
