I recall seeing on an ian Rowland lecture video, an effect where he created an impossible object (two linked loops of paper) by appearing to cut out parts from a single sheet of newspaper. Does anyone know if this is described anywhere ?

I think it is the "Kirigami rings" by Isao Komine.
You can find it in "The New York Magic Symposium Collection Five".

It also sounds like you could be talking about a moebius strip with a full twist (as opposed to the usual half-twist).

This are two FLAT rings cut out of paper (imagine drawing a picture of a ring on a piece of paper and the cutting it out). No glue is used.

I am intrigued when you say "No glue is used"...
Glue is involved in The Kirigami ring but it is an excellent effect !

I know only one strange impossible object (it claims no glue used), a paper ring linked to a aluminium foil ring ! Check Ian Rowland site :

Sellotape are great looking but I think it is easier to find a logical explanation...
For paper and aluminium, I have no clue !
