Is this one of those ascii to ebsidic things, and is there a carriage return line feed in there somewere too? tough to decypher without the plaintext.

Lower case and upper case are different ASCII characters. It is an ASCII encryption based on the ASCII value of each character. Remember, a space has an ASCII value too. Smile. There are not control sequences or carriage returns.

Stan has this one down cold. The clue were

An a final clue is: Hard to find cardician's tool.

Thanks for the puzzle, Rob.

A KEY CLUE: ABCD/EBCDIC S. ALGER is an anagram
of the encrypted message. (Don't leave off the
S. ALGER!) But, as Jonathan suspected...and
Rob confirmed, ASCII code is involved in this
encryption. No EBCDIC!

There are a couple of other odd clues in this thread:
too tired
Annemann's Long Distance Read(ing)
Larry Jennings loved them
