Having just read the article about the ren faire fire accident, it begs the question... does anyone know if you need to get a Permit to use Flash paper in an act in Pennsylvania?

Probably. Here in NY, fire in a public place is allowed only if there is an open flame permit. Many public places, like hotels, have them so that they can use candle light and sterno cans for buffet lines. Many restaurants will have candles on the table and not go to the trouble and expense to have an open flame permit. Some people just perfer to roll the dice and take chances.

Also, many will perfer to stay under the radar of the government and just use fire, than applying for a permit and being turned down.
