Curtis had the right idea, but thee wrong stuff to put in the tennis balls. What you want to fill them up with is water. That's right. I'm going to tip something that very few folks know how to do: Fill up a tennis ball with water.
Here's what you need: Several, in case they break, syringe needles. Gauge size should be fairly big. I think in the 15-18 range? Maybe even bigger. Fill bucket with clean water. Stick needle into tennis ball. Stick into water and start squeezing the ball. Continue until the ball is filled with water. Toward end you need to start pulling the needle out and moving ball to get the last little bits of air. When filled remove needle and the rubber will close so tightly that even throwing the ball as hard as you can onto the ground will not cause a leak. It may burst the ball! These will last YEARS! Especially if you use brand new balls. They make perfect juggling balls and great loads. Best,

There are also some solid rubber balls (available at pet stores) that look like tennis balls, only they are much heavier.
Another tip. When you get ready to dislodge the loads, hold the inverted cup at the mouth, still inverted, with the ring finger at the mouth bead, so that a little of the hand is below the mouth of the cup. When you bring your hand down on the table, the ball will fall right out of the cup.
