I have posted this here because of the forum title.
The gentleman below is a member here and I would like to elaborate. What if I think Cadillacs are overpriced? They're just another GM car, right? So, I can stick a Cadillac medallion on an old Chevy and sell it for twice the value but less than a new Caddy. I'm justified, right?
Too much money or not, it's not this guy's place to make a cheap copy and use your art and instructions. I don't even know the trick, but I'm on your side on this one.

I am also not familiar with the effect. I am assuming it is similar to the flaming wallet but done with business cards. Nonetheless, if someone is blatantly copying your instructions and cover art then that is just plain wrong not to mention knocking off your effect.

Hey Jim,
Him selling a knock-off of your product is unethical. But not illegal. However, him using your cover art, and photocopies of your instructions, is illegal. The cover art and instructions are copywritten. He has violated them. Not only that, the cover art and the product name "Hot Leads" are your trade marks. Perhaps not registered, but within this community, we all know it's your's so it is recognizable by us, and thus, by the courts as trademark infringement. Obviously, the product itself isn't where the cost lies. It's in the instruction booklet you released.
