Page 61 of 'The New Magic of Japan' has an item entitled 'The Three-Sixty Fan' by Naoki Ogi.
I had to laugh the first time I read it because step one in making the fan is, and I quote: "You must first stretch the tendon of the right second finger by pressing it down on the table for several minutes each day for several weeks." That's dedication for you! And, as a side note, the three sixty fan is described as a 'perfect circle' in the book - although it's only shown as an illustration (drawing) in the book. The one over at Lybrary.com doesn't seem quite so 'perfect' (judging by the photo) but then again, you probably don't have to alter your physical being to perform it! What a strange art this is.... Of course you can just familiarize with Vernon's material and realise that this is way old. Look up "A perfect circle of cards" by Dai Vernon.

The vernon fan is done with two hands, though, and is supposed to be done "under the table". It's not a one handed method.

The reason that this is perhaps a bit higher priced ebook for a single move is that there is currently no written explanation of this move in English. The 360 fan and the Sanada fan are not the same move.
It is definitely a specialty item, but I can tell you, having seen Sanada perform this fan for me in Yokohama at the FISM in 1994, it is a very magical move. And Sanada can do it with the left hand and the right hand - unbelievable.

One flourish for $10 seems like a lot. Think about how you would use this in a performance and then make a decision on whether you actually need it or not. There's better things out there that can add to your performance.
