Paypal were next to useless with me. They upheld my complaint but advised that Bob didn't have enough funds in his account to issue me a refund. This despite the fact that several people were discussing having bought his 10 books for $100 deal on this and other forums. Several emails back and forth resulted in no satisfactory conclusion. To be fair, Bob did subsequently come to an arrangement with me in order to settle the complaint but Bob being Bob, the deal wasn't quite as promised and I was left hanging yet again.
