If 0 28 51 is some how a combination for the lock it would be weird because there is no 51 on a lock.

I put it in a decoder and it turned out "3" without the quotation marks

Maybe the (0) has no value, so it is just 28 5 1???

Couldn't it be 0 28 61 ? or O 20 61 (the first O would be a letter and what we are thinking is a 8 would be a 0 with that diagonal line inside...)
It's blur, I can't read it that well... |

Thanks, that's what I was looking at, and the high part of the 5 from "51" seems a bit much curved... but as synth_infusion has said, the lock is going from 0 to 39...
I've also tried to play on the jpg filename "t11_sealed.jpg" (trying to access an hypothetical t11_unsealed.jpg haha) with no luck

Ok... I've been sat on this for a few hours and cant get anywhere...
take the houchin video.. you'll get the numbers 02851 on the locked box page you see the number 7 on the lock together you get: 702851 - a valid north vegas area code... now take the bloopers on kenner video.. he fluffs a line.. and then seems to deliberately say 82 twelve... add this to the end of the above and you get; 702 851 8212 ring it and you get the NORTH vegas housing authority.. (bear with me! - norths come up a lot in the pages and also is it luck that cobination gets direct through to them... another oddity is if you check their website the number 702 851 8212 isn't their listed number.. again odd!!) the other unsolved clues are 'superhero' and we also have 'a team of rivals' northvegashousingauthoritysuperheroateamofrivals now start to re-arrange.. and you'll start to get: Theory Eleven is a shop that is going to... (still working on the rest!) I also spotted the word novarum (latin for 'new things') in there... off the beaten track I know.. but it's quite weird that they seem to fit

Rippeddeck.. yip I agree... but its a very large coincidence... and I cannot see any other uses for the last few numbers we have... I also am awful at anangrams.. so if anyone wants to help
