I think Sponge Balls would be good - unbreakable... cheap.. lasting.. and fun. Something he can carry in his pocket easily.
Rope magic would be good as well - again cheap and many easy effects. This would allow you to gauge his continued interest to move on to other more expensive items and props. Maybe check out the "magic you can make" type videos and make it a project for the two of you.

I think there would be a lot a learning in a sponge ball routine. Steals, vanishes, false transfers, transpositions, misdirection, body language, naturalness, it's all in there.
