Looks like a take-off on sparkling flash cord (string), which has been around awhile.

For years In some efects I put the sparkling in the paper or string or cotton.
Panda products are very good!But nothing new... |

Most U.S. magic shops don't carry this beacuse I beleive there is only one company in France maufacturing it. However it is very easy to get ahold of sparkle additive or electric sparkle to add to your flash items. It is simply a powder that you add to it.

Last time I went to a pyrotechnics Factory, they did ask money for this podwer, and magic shops sell for $35 or more...
