Can anything be done with handcuffs that won't open, that were recently purchased on eBay that came w/ a key which owner of the cuffs said would open them?

If you used a CC to purchase them, you can ask your bank to stop payment.
You can also make a notation in the seller's feedback. Why won't they open?

They may just need a good lube job. I sold someone a set of cuffs once that were fairly well jammed. I was quite open about their condition. I am not a cuff collector and did not want to be bothered cleaning them. The purchaser was happy to clean them and pleased with his purchase once they were cleaned and restored to working condition. Sorry, I am not well versed in cleaning. My first instinct is to look for some WD-40, but I think that it is not the best product to use.

Cliffg37, you're correct- WD-40 is not good as a lubricant. Dust sticks to it, so anything it's used on has a tendency to become stuck or squeaky again after a short while. Regular machine oil is a better option, though I'm sure there's people here with much better advice on this than me.
