does anybody know the e-book "Cellular Forecast" by David Numen?

Yes - but primarily because I wrote it.

I no longer sell it directly - it's available exclusively from lybrary.com - but you can read some customer reviews at the blog site in my signature plus a search at the Café will show up some other reviews.

Sounds interesting. Do I need a special cellphone or there are any technical requirements to realize the effects?

Basically, you need a cellphone that can handle photos (better if it can handle also videos and audios) and a very normal IQ... in other words, you do not must to be those people who think that a cellphone is an alien artifact
The review by jheff is very correct even if, on the contrary, I think the price is right.
