Why yes, of course, and they could give their sanctioned magicians special colored shirts - and those who've been tested for ethics and some ability a special arm band... and those who can tell good magic from bad out in the field could get snazzy leather jackets and special armbands too.

Oh but what to do with those who won't go along with this obviously necessary and modest plan of action? I suppose they would be noticed over time and could be rounded up and sent to places to keep them out of trouble and maybe their talents could be used in making props and tricks for the acceptable magicians?

Been there, done that... guess some folks are getting nostalgic?

I would ban ALL internet and even mail order sales. Only brick and mortar, and you would have to know the secret password to get in the door. The password would consist of two parts, each of which must be learned directly from a working magician who you have personally and privately approached showing interest.

I would also shut down the Magic Café and institute a system of lodges and handshakes for discussing magic. I would set up a system of ranks, and no one would be allowed to buy or even get near a prop until they had learned several basic sleights.
