Oh man, a puppeteer maker I am not

But I am thinking a small patch of hair directly on top of the head, pulled up into a pony tail, and then shaped into a curl via a same colored piece of wire as the hair, or perhaps even a pipe cleaner:

Here is another idea. You could twist some heavy brown yarn into a curl like the white baby in below pic. You'd just have to leave a gap at the very top for tying in a pink bow if the customer wanted:

These kind of 'natural' puppets do wonders for lip movement. Eventually, after a bit of training, you will find that this new puppet will speak your words without any lip movement at all from you. Plus, it was probably more fun to make...

International Express Mail is standard at US$55 for a single puppet. Two pupets in one box is $68.

Parcel Mail is cheaper at $40 but it takes 2-3 weeks to arrive.
