"Hi De Ho" by K7
There are a few versions: radio edit, extended, instrumental, etc. The one I have is from the soundtrack to "The Mask" and is different from the one Cyril uses. I'm guessing his is the instrumental version or another mix.

It does sound sort of like K7, but the name of the song is "Take Five", written by Paul Desmond for the Dave Brubeck Quartet. Two interesting things about this version:

1. The original song got its name because it was in 5/4 time signature, but this version is in 4/4.

2. When Paul Desmond died, he left all the royalties (huge amounts, I'm sure because of all of the folks who have performed and recorded it) to the American Red Cross.

The first song is a version of "Take Five" by XL. The second song, used for bill manip, is "Hi De Ho" by K7.

Second piece was first known as "Minnie The Moocher" made famous by Cab Calloway and this is an obvious new arrangement since the only lyrics the artists are familiar with are "Hi Dee-Hi Dee-Hi Dee-Ho!" (I'm sure that the emphasis was to be placed on "Ho!"
