I once heard a theory, if something (like a toolbag) were lose it could hit a satellite. And then the pieces of it would be more space junk caught in our atmosphere, then a piece from it (or toolbag, ect.) could hit another satellite, creating even more space junk. This could go on for awhile, but eventually there would be a "shield" or "umbrella" of space junk in our atmosphere, making space exploration impossible.
