What operating system and graphics program? Most graphics editing program will have a 'scale' function that allows you to shrink the picture to whatever size is needed. To change the format you should be able to do a 'Save As...' and select what format you want to save it in. If the program does not allow you to save it in the format you want, there are a lot of free graphics editing programs out there that will allow you to do so.

Your graphics editing program should have a 'Save As...' function. Under the place where you give it a name, there might be a drop down menu that will allow you to change the format by selecting .gif or .jpg. It is possible that your program does not allow you to save it as either one, so you might need to get a different one.
If we knew what operating system you are using (Windows?) and what program you use to edit pictures (MSPaint?) we could probably help you more.

I don't know much about computers. I am using a mac, so I am not sure what program it is using. I have tried a couple websites to make the pic smaller (100 pixels), but the sites don't let me change it to gif or jpg. Then once I have the smaller pic saved on the computer, I try to switch it on the Café, but it says its not gif or jpeg.
I hope this makes sense.... And its not you josh, I couldn't show you up with THAT pic!
