I know that people on the streets use bottle caps as 'shells'. What other things can you use as shells? What about using bottle caps as shells and using a piece of crumbled up foil for the pea?

Foil won't work. try cosmetic sponges used to apply make up then cut off a square then keep cutting the corners till it is round.

Hollowed out potatos are often used in Barcelona. Matchboxes are very popular for street work, usually down on the asphalt. Breakable seedling pots the size of big thimbles are also used. Brass bells with the clapper removed are popular in the Middle East.

Back in the early 70's I saw street workers in Buffalo using "crown" bottle caps- the ones on long neck beer bottles- with both a hard pea on a padded surface, or a rubber cement pea on a newspaper.
Woke up.
Fell out of bed.
Dragged a comb across m' head.

Foil does work...I've seen it used in Stockholm.
A wadded up piece of paper also works.

A sponge would definitely work better!

But nothing beats a Perfect Pea.
